- Federal agencies could not obligate or spend federal funds to implement the Montreal Protocol, including its protocols, amendments, or any fund set up under the Protocol, until the President certifies that Parties removed the People's Republic of China from Decision I/12E's "developing countries" list.
- Federal funds could not be used to pay for the operations or meetings of the United Nations Framework Convention on Climate Change, including its protocols, agreements, or any related fund, until the President certifies that Parties have added the People's Republic of China to Annex I.
- The bill conditions resuming funds on a presidential certification delivered to the Senate and House foreign relations and appropriations committees, linking U.S. funding to specific treaty-party actions.

Ban federal funding for UN climate groups
If enacted, federal agencies could not spend any Federal funds to carry out the Montreal Protocol or to fund UNFCCC meetings or operations. This ban would start upon enactment and last until the President certifies to specific congressional committees that Parties amended Decision I/12E to remove the People’s Republic of China and that the Parties have placed China in Annex I of the UNFCCC. The bill defines the "appropriate congressional committees" as the Senate Foreign Relations and Appropriations Committees and the House Foreign Affairs and Appropriations Committees. The bill also names the Montreal Protocol and the U.N. Framework Convention on Climate Change as the covered treaties.
