Summary
Baby changing tables in at least one restroom per covered passenger rail car. This bill would require Amtrak and certain federally assisted intercity passenger rail cars to include a baby changing table in at least one restroom and to clearly label that restroom, including placing the table in Americans with Disabilities Act compliant restrooms when present.

- Families and caregivers: Ensures at least one changing table per covered car so diaper changes are possible onboard. Tables are defined to support children up to 30 pounds.

- Amtrak, other covered rail operators, and manufacturers: Requires installation and signage on existing covered cars and inclusion of a changing table in specs for cars newly solicited for purchase for use by Amtrak.

Baby changing tables on new train cars
If enacted, new intercity train cars that get federal funding, including Amtrak, would need a baby changing table in at least one restroom that is not a private accommodation. If a car has an ADA-compliant public restroom, that restroom would need the table. The table would support children up to 30 pounds, including pull-out or drop-down styles. Signs would clearly mark the restroom and the table. Private and historical cars would be excluded.
