Summary

Tougher federal penalties for providing phones to inmates. This bill would strengthen criminal penalties for supplying prohibited phones inside correctional facilities by amending 18 U.S.C. 1791(b). It reorganizes subsection paragraphs, adds a new paragraph that creates a penalty of imprisonment for not more than 2 years for violations involving objects listed in 18 U.S.C. 1791(d)(1)(F), and modifies the adjacent paragraph to insert an additional clause.

Review of prison contraband policies

If enacted, the Director of the Bureau of Prisons would have to review and, as needed, update prison policies about inmates who make, possess, obtain, or try to get prohibited objects. The review and any updates would have to be completed within one year after enactment. The updates would aim to improve protections for incarcerated people and staff.

Tougher penalties for contraband phones

If enacted, this bill would make giving a phone to someone in federal prison a crime punishable by up to 2 years in prison, a fine, or both. It would amend 18 U.S.C. 1791(b) to add that penalty for violations involving a phone. The bill would also change a related paragraph to apply the phone penalty language to another listed violation.
