Ban on large-capacity feeding devices
If enacted, the bill would make it unlawful to import, sell, make, transfer, or possess a large-capacity ammunition feeding device that holds or can be changed to hold more than 10 rounds. The definition would exclude an attached tubular device made only for .22 rimfire ammunition. It would grandfather devices lawfully possessed on or before enactment. Exceptions would include federal, state, and local agencies, qualified law enforcement officers (including campus officers who meet the bill's criteria), certain Atomic Energy Act licensees and their staff for required security and training, and retirees who received a device from their agency on retirement.
Seizure and penalties for devices
If enacted, large-capacity feeding devices would be added to federal seizure and forfeiture rules and to the list of items covered by section 924 penalties. That means devices involved in covered offenses could be seized and forfeited, and violations of the ban could bring criminal penalties under federal law.
Buy-back payments for surrendered devices
If enacted, Byrne Grant funds could be used to pay people who surrender large-capacity feeding devices in buy-back programs. The bill would authorize state and local agencies using Byrne money to compensate surrendered devices as defined in the bill. The amount and availability would depend on state and local programs.
Serial marking for new feeding devices
If enacted, any large-capacity feeding device made after enactment would need a serial number and the date of manufacture engraved or cast on the device. The Attorney General could also require other identification rules by regulation. This creates new marking and record rules for manufacturers and importers of such devices.
