Ban on Russian Metal Imports
If enacted, this bill would ban certain metals from Russia starting 90 days after enactment. Covered metals include platinum group metals (including palladium, rhodium, ruthenium, braggite), nickel, and copper ores and concentrates (including zinc). The ban would apply to minerals produced in Russia or by Russian entities, and to minerals obtained to evade the ban. The ban would end one year after the President certifies Russia has stopped hostilities in Ukraine but could resume during a three-year probation if hostilities restart. The President may not waive the ban. U.S. importers, manufacturers, and traders could face reduced supply and higher costs, which could indirectly raise prices for consumers.
