Limit U.S. military action toward Cuba

If enacted, this bill would find that Congress has not declared war on Cuba or authorized force there. It would treat a blockade or quarantine of Cuba as introducing U.S. forces into hostilities under the War Powers Resolution. It would direct the President to remove U.S. Armed Forces from hostilities in or against Cuba unless Congress declares war or passes a specific authorization for the use of military force. It would preserve the ability to defend against an armed attack or imminent threat and to carry out lawful counternarcotics operations.
