- People with disabilities and their families would receive a federal endorsement of the right to live in their own homes and communities, with a renewed focus on reducing segregation in institutions.
- It would call on the Department of Justice to rescind its June 18, 2026 interpretation of Olmstead and direct federal agencies, including the Department of Health and Human Services, the Department of Housing and Urban Development, the Department of Transportation, the Federal Communications Commission, the Federal Emergency Management Agency, the Department of Education, and the Department of Labor, to strengthen access to services, housing, transit, communications, emergency preparedness, civil rights, and employment opportunities.
- It would urge Congress to reverse what the resolution describes as the largest cut to Medicaid in history, increase funding for home- and community-based services, and oppose Medicaid work-reporting requirements that the text says create barriers to care.
