Return to Work Act

Sponsored By: Representative Biggs (AZ)

Introduced

Summary

Reinstates each executive agency's telework policy as of December 31, 2019. This bill would require the head of every executive agency to restore the agency's pre‑pandemic telework rules within 60 days of enactment. The restored 2019 policy would take precedence over any conflicting telework terms in collective bargaining or other employment agreements. The change would directly affect federal employees' telework arrangements and agency managers' control of work-location rules by rolling back post‑2019 telework changes.

Restore pre-2020 telework for federal workers

If enacted, federal Executive agencies would have to bring back their telework rules from December 31, 2019. Agency heads would have 60 days after enactment to do this. Once restored, those rules would override conflicting telework terms in agency policies or union contracts. The override would start on the date each agency reinstates its policy. This would apply to employees of Executive branch agencies defined in 5 U.S.C. §105.
