Easier cancer benefits for officers

This bill would make certain cancers in public safety officers presumed to be from line-of-duty exposure. To qualify, the officer would need at least 5 years of service, and a diagnosis within 15 years after the last active service. The cancer must be on a set list (for example, bladder, brain, breast, colorectal, leukemia, lung, mesothelioma, non-Hodgkin’s lymphoma, multiple myeloma, prostate, thyroid, and others, including World Trade Center related). The presumption could be rebutted with strong medical evidence. Death claims would apply to deaths on or after January 1, 2020, and disability claims to filings on or after that date. People would have 3 years from the date of enactment to file claims under this change. The Director would review and update the cancer list at least every 3 years based on medical evidence, and could consider petitions to add cancers with expert review within 180 days and notice to Congress within 30 days after action.

Clearer line of duty rule for officers

This bill would define line of duty action for public safety officers. It would cover actions done at an agency’s direction, or actions the officer is authorized or required to do. Death claims would apply to deaths on or after January 1, 2020. Disability claims would apply if filed on or after January 1, 2020. People would have 3 years from the date of enactment to file claims based on this change.

Broader confidentiality and technical fixes at Justice Department

This bill would let the Justice Department treat more records as confidential, including records that name private people. The office could share information back with whoever gave it or who it is about. The change would apply as if it began on December 27, 1979, and to matters pending at enactment. The bill would also make a small cross-reference fix so certain rules cover subsection (b), including for pending matters.
