Summary

Would establish the General George C. Marshall House in Virginia as an affiliated area of the National Park System. It would set the affiliated area's exterior boundary to the map titled "General George C. Marshall House, Proposed Affiliated Area" (map 999/189,974, dated September 2023), name the George C. Marshall International Center as the management entity, allow the Secretary of the Interior to provide technical assistance and enter cooperative agreements to fund marketing, marking, interpretation, and preservation, require a written agreement defining roles consistent with Park Service policies, prohibit the Secretary from acquiring property or assuming operational or financial responsibility, and preserve adjacent private property rights and the absence of buffer zones while clarifying that activities visible or audible from the house do not control uses outside it.

Marshall International Center would be the site's manager. The Secretary of the Interior would be able to provide technical help and enter cooperative agreements to give financial assistance for marketing, marking, interpretation, and preservation, and would be required to sign an agreement with the manager describing roles. The bill would also say the Secretary could not buy property at the site or take over running or paying for the site, and that adjacent private landowners keep their existing land‑use rights, with no buffer zones and no rule allowing sights or sounds from inside the house to be used to restrict outside activities.
