Summary

Uniform coverage for medically necessary diagnosis and treatment of congenital anomalies affecting the eyes, ears, teeth, mouth, or jaw. The bill would require group and individual health plans to cover inpatient and outpatient services needed to repair or restore function or appearance, and to include reconstructive and dental, orthodontic, or prosthodontic support from birth until treatment is complete, with cost-sharing no more restrictive than the predominant medical and surgical benefits, while excluding non-medical cosmetic surgery.

Health plans would cover facial birth defects

If enacted, most group and individual health plans would have to cover care for birth defects that affect the eyes, ears, teeth, mouth, or jaw. Coverage would include medically necessary reconstruction, care for related complications, and needed dental, orthodontic, or prosthetic support from birth until treatment is finished. Plans could charge deductibles, copays, and coinsurance, but not stricter than for other medical or surgical care. Cosmetic-only procedures to change normal features would not be covered. Plans would also have to give you a notice about this coverage in plan documents by January 1, 2026. The rules would apply to plan years starting on or after January 1, 2026.

HHS would study access and costs

If enacted, HHS would study access to these services and report to Congress by December 31, 2027. The study would check if provider networks are sufficient and easy to reach. It would also track changes in patient out‑of‑pocket costs by procedure and overall procedure costs. The study would not change your coverage by itself.
