Summary

In-state tuition parity for U.S. territorial residents. This bill would require public colleges and universities that receive funding under the Higher Education Act to charge residents of Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, and the U.S. Virgin Islands the same in-state tuition and fees that state residents pay.

If enacted, public colleges that get federal Higher Education Act aid would not charge eligible territory residents more than the in-state tuition and mandatory fees. To be eligible, you would need to be a resident of Guam, the Northern Mariana Islands, American Samoa, or the U.S. Virgin Islands and be a U.S. national as defined in 8 U.S.C. 1101(a). This requirement would apply only at public institutions that receive HEA assistance. If you qualify, you would save the difference between the nonresident and in-state rates each year—often more than $2,000 at many schools.
