Ban ICE detention in Washington County

If enacted, DHS and its components, including ICE, would be prohibited from opening, operating, expanding, or reopening any facility used mainly to detain noncitizens in Washington County, Maryland. The bill would bar any funds appropriated or otherwise made available to those agencies from being obligated or spent for those purposes. A Washington County resident, the county government, a Member of Congress, or the State of Maryland could sue in U.S. District Court for the District of Maryland to enforce the ban. Courts could grant declaratory and injunctive relief, including orders stopping violating activity. The prohibition would take effect upon enactment.
