Dr. Lorna Breen Health Care Provider Protection Reauthorization Act

Sponsored By: Representative Dingell

Introduced

Summary

Expand and extend mental health and substance use disorder supports for health care professionals. This bill would reauthorize the Dr. Lorna Breen Health Care Provider Protection Act and strengthen programs that encourage health workers to use mental health and substance use disorder services.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Annual mental health outreach for clinicians

If enacted, the federal education and awareness effort for clinicians would run in 2026-2030, not 2022-2024. It would happen every year after it starts. The effort promotes use of mental health and substance use care by health care professionals. The change would take effect on enactment, and the authority would end in 2030.

Expanded mental health grants for providers

If enacted, grants that support mental health for the health professional workforce would be authorized for 2026-2030. Groups that focus on cutting paperwork and other administrative burden on health workers could qualify. The bill would also require some program periods to last not less than a set minimum. These changes would take effect on enactment, and the authority would end in 2030.
