Horizon Lateral water pipeline approval

This bill would require Interior to grant the Southern Nevada Water Authority rights-of-way for the Horizon Lateral pipeline within 1 year of enactment. The grants would be rent-free and could include powerlines, facilities, and access roads outside the Conservation Area shown on the map. The Authority would be allowed to dig and use or dispose of tunneling materials without payment, and Interior and the Authority would sign an MOU within 30 days naming federal disposal sites. Routes would not go through designated wilderness, and work would not permanently harm Conservation Area surface resources. The Secretary would be able to add reasonable terms to protect resources under federal land law.

Sloan Canyon expands; utility corridors stay

This bill would expand the Sloan Canyon National Conservation Area to the map titled "Proposed Sloan Canyon Expansion" dated May 20, 2024. It would increase the area from 48,438 acres to 57,728 acres. Existing transmission corridors and approved utility rights-of-way would stay valid, and activities like operation, maintenance, repair, and replacement would continue. The Secretary would also be able to approve new utility facility rights-of-way inside existing transportation and utility corridors, following NEPA and other laws.
