The clerk of all cities and towns shall attend the meetings of the council and keep a record of its proceedings. He shall have the custody of the rules, ordinances, and resolutions of the council and shall keep a record of them when adopted by the
council. He shall also have the custody of the city or town seal. During the absence of the clerk, the council may appoint some person to perform his duties.
