Affairs, Etc.
The council and the city manager, or any person or committee authorized by either of them, shall have the power to inquire into the conduct of any office, department, board, commission, agency, or officer of the municipality. Either of them may make
investigations of municipal affairs and may compel the production of books, papers, and other evidence for that purpose.
