Qualifications.
Any person desiring to become a candidate at any election for the office of mayor or councilman may become such candidate by filing a statement of candidacy as required and authorized by the general municipal election laws. The candidate shall
state the office to which he seeks election and shall have the qualifications prescribed by the general municipal election laws.
