(a) The authority shall hire or contract with businesses or individuals which reflect the racial and ethnic diversity of the state. (b) The authority shall hire or contract with attorneys, fiscal advisors, trustees, paying agents, investment bankers, banks, and underwriters which reflect the racial and ethnic diversity of the state.
