No contracts for construction, repair, or renewals of highways, bridges, or culverts shall be let without the approval of the Governor and until after all necessary right- of-way for such highways and right for material for construction and right-of-way for ingress and egress to said material have been legally procured and all documents
covering such procurement have been placed on file with the Director of Transportation.
