Every bar pilot, having knowledge of the discharge of ballast, sweepings, screenings, cinders, refuse, and rubbish of any kind in the Bay of Mobile or in any river emptying into the same, contrary to the law, as soon as practicable, shall give
information thereof to the district attorney having jurisdiction in the Class 2 municipality.
