and Duties of Divisions.
With the approval of the Governor, the Director of Finance may create and establish such additional divisions as may be determined to be necessary or convenient in the efficient and expeditious performance of the functions and duties of the Department of Finance and assign functions and duties for such divisions, and he or she may, with the approval of the Governor, reassign functions and duties as between existing divisions. Chiefs of such new divisions shall be
appointed by the Director of Finance, with the approval of the Governor, subject to the provisions of the Merit System.
