The Judge of Probate of Barbour County may issue boat licenses, pursuant to Chapter 5, Title 33, by mail and may collect an additional issuance fee established
by the judge of probate in an amount not to exceed two dollars ($2) to cover the expenses of mailing the boat licenses.
