Navigable Streams - License - Required Generally.
Prior to using any nets, seines, traps or other commercial fishing devices, as specified in this article, a person shall, except to the extent otherwise provided for
in this article, have first secured a license permitting the use of such fishing gear, such license to be issued in the manner prescribed by this article.
