It shall be the duty of the director to administer the provisions of this article and he shall have the power and authority to: (1) Engage in all activities and to do all things necessary and expedient to the implementation and administration thereof; (2) Engage in cooperative agreements and projects provided for under this article with any agency of this state, the United States or any other state and their governmental agencies.
