Construction of Article

This article, being necessary for and to secure the public health, safety, convenience and welfare of the counties, cities and incorporated towns of the State of Alabama, shall be liberally construed to effect the purposes hereof. (Acts 1933, Ex. Sess., No. 102, p. 88; Code 1940, T. 37, §339.)
