All provisions of this article are deemed to be permissive and not mandatory since this article is specifically designed to bring the laws of Alabama into conformity with PL 93-641. This article is contingent in whole or in part upon the validity, implementation and application of PL 93-641 to the State of Alabama. (Acts 1975, No. 1197, p. 2365, §19.)
