(a) The Secretary of the Department of Labor and Licensing or his or her designee shall have the right to enter any building or premises for the purpose of inspection to ascertain whether any child is employed or permitted to work in violation of the provisions of this subchapter.
(b) (1) It shall be the duty of the secretary or his or her designee to enforce and administer the provisions of this subchapter.(2) The secretary or his or her designee is authorized to adopt rules for the enforcement and administration of this subchapter.(3) The secretary or his or her designee may revoke an employment certificate for cause.
