(a) Each State of Arkansas Water, Waste Disposal, and Pollution Abatement Facilities general obligation bond issued under this subchapter shall:(1) Be signed with the manual or facsimile signatures of the Governor, the Chair of the Arkansas Natural Resources Commission, and the Treasurer of State; and(2) Have affixed, imprinted, or lithographed on the bond the Great Seal of the State of Arkansas.

(2) Have affixed, imprinted, or lithographed on the bond the Great Seal of the State of Arkansas.
(b) Any interest coupons attached to bonds issued under this subchapter shall be signed with the facsimile signature of the Treasurer of State.
(c) Delivery of the bonds and coupons executed under this subchapter is valid notwithstanding any change in persons holding the offices occurring after the bonds have been executed.
