(a) A case involving the validity of this subchapter or involving State of Arkansas Water, Waste Disposal, and Pollution Abatement Facilities general obligation bonds issued under this subchapter shall be deemed of public interest and shall be advanced by all courts and heard as a preferred cause.
(b) An appeal from a judgment or decree rendered in a case described under subsection (a) of this section shall be taken within thirty (30) days after rendition of the judgment or decree.
