(1) The Military Affairs Division shall adopt rules to implement and administer this subchapter, including without limitation rules regarding the:(1) Application process for grants provided under the Military Affairs Grant Program;(2) Disbursement of grant funds; and(3) Reporting required by an eligible applicant that receives grant funds.
