(1) As used in this subchapter:(1) “Applicant” means any individual, business, or organization that has applied to receive an Arkansas transitional housing facility license;(2) “License” means an Arkansas transitional housing facility license; and(3) (A) “Transitional housing” means a program that provides housing for one (1) or more offenders who either have been transferred or paroled from the Division of Correction by the Post-Prison Transfer Board or placed on probation by a circuit court or district court.(B) An offender's home or the residence of an offender's family member shall not be considered a transitional housing facility as used in this subchapter.
