(1) The State Board of Barber Examiners shall hold a meeting at least quarterly at a place where, in the discretion of the board, there are a sufficient number of applicants to warrant holding an examination outside of Little Rock for the purpose of:(1) Passing upon barbers' applications;(2) Conducting an examination to determine an applicant's ability to receive a license and issuing or refusing to issue a license thereon; and(3) Transacting any other business which may properly come before it.
