(a) Except as otherwise provided by this subchapter, all of the personnel of the Department of Finance and Administration shall be employed by and serve at the pleasure of the Secretary of the Department of Finance and Administration.
(b) Nothing contained in this subchapter inhibits the rights of any employees of the department who have gained civil service or merit system status under any law of this state.
