Federal gifts and surplusage

Notwithstanding the provisions of this subchapter or any other law that requires advertisement for bids or the soliciting or receiving of competitive bids, the Secretary of the Department of Finance and Administration may enter into a contract with the United States Government or with an agency of the United States Government for the purpose of accepting gifts and for the acquisition of surplus materials or property upon such terms and conditions as may be agreed upon.
