(a) There is created on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a trust fund to be known as the “County Collectors' Continuing Education Trust Fund”.
(b) The County Collectors' Continuing Education Trust Fund shall consist of fees, as annually appropriated by the quorum court of each county, of the office of county collector and funds withheld from the County Aid Fund for those counties that fail or refuse to provide the appropriated fees.
(c) The County Collectors' Continuing Education Trust Fund shall be used exclusively for the establishment and operation of a continuing education program for county collectors and sheriff-collectors as set out in § 14-15-1001.
