(a) There is created on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a trust fund to be known as the “Division of Workforce Services Training Trust Fund”.
(b) The fund shall consist of:(1) The proceeds of the administrative assessment specified in § 11-10-706(c)(3) and any interest accruing on these revenues; and(2) Any other funds made available by the General Assembly.

(c) The fund shall be used for personal services, personnel services, operating expenses, construction, grants, and grants for the administration of worker training programs under rules promulgated by the Director of the Division of Workforce Services.
(d) The director shall report to the Legislative Council on a quarterly basis on all uses of the fund.
