(a) The Chief Fiscal Officer of the State may make, amend, and enforce reasonable rules not inconsistent with law that he or she deems necessary and proper to effectively carry out this chapter and the public policy as set forth in § 19-4-102.
(b) Rules promulgated by the Chief Fiscal Officer of the State under this section shall be published in an administrative procedures manual and distributed to the various state agencies.
