(a) The expenditure of all funds deposited into the State Treasury is subject to examination and approval in the manner provided by this subchapter before the proposed expenditure is approved for payment from the funds.
(b) State agency funds that are not required by law to be deposited into the State Treasury are subject to the procedures as required by § 19-4-801 et seq.
(c) In connection with an examination of the fiscal activities of an agency, the Legislative Auditor may audit any of the funds of the agency.
