(a) In all instances in which the state has an interest in construction work requiring bids, the notice provisions of §§ 22-9-201 — 22-9-204 shall be complied with and observed.
(b) This subchapter does not amend or repeal §§ 22-9-201 — 22-9-204, except those emergency procedures provided by §§ 22-9-201 — 22-9-204.
