(a) (1) If an agency of the state determines to construct buildings and facilities or to make repairs or additions to existing buildings and facilities and there are funds available for these purposes, then the agency may undertake the project by the employment and use of its own forces, or by contract, or in part by its own forces and in part by contract, all as in the opinion of the agency is in the best interest of the state.(2) The agency may employ architects for the purposes stated under subdivision (a)(1) of this section.

(b) This section does not apply to a city, town, county, or school district within this state.
