(1) Upon completion of each contract awarded for the fulfillment of a project authorized by the General Assembly:(1) The affected state agency shall notify the Department of Finance and Administration of the culmination of the contract;(2) No further expenditures or obligations shall be incurred; and(3) The unexpended and unobligated funds shall be impounded.
