(a) (1) The Department of Shared Administrative Services shall review the payroll of state agencies covered by the Uniform Classification and Compensation Act, § 21-5-201 et seq., with respect to the salaries of all employees of affected state agencies.(2) The review under subdivision (a)(1) of this section shall determine the correctness of each payroll with respect to each position to assure compliance with the compensation plan and to assure that no position is being paid, during any payroll period, an amount greater than authorized in the compensation plan or the amount authorized for the position in the appropriation act applicable to the agency.

(2) The review under subdivision (a)(1) of this section shall determine the correctness of each payroll with respect to each position to assure compliance with the compensation plan and to assure that no position is being paid, during any payroll period, an amount greater than authorized in the compensation plan or the amount authorized for the position in the appropriation act applicable to the agency.
(b) A proposed rate of pay for an employee found not to be in accordance with the provisions of the Uniform Classification and Compensation Act, § 21-5-201 et seq., and the appropriation act governing the agency shall be changed to the appropriate rate of pay by the state agency covered by the Uniform Classification and Compensation Act, § 21-5-201 et seq., before the department approves it for payment.
(c) Payment of salary of an employee of a state agency affected by the Uniform Classification and Compensation Act, § 21-5-201 et seq., shall not be made without the certification of correctness by the department based on its review duties as provided in this section.
(d) The department may develop and implement rules and procedures to accomplish the purposes of this section.
