(a) Requests for federal funds for grants, aids, reimbursement, and direct or indirect cost reimbursement plans, other than research grants, originated by a state agency other than a state institution of higher education shall be submitted to the Department of Finance and Administration before their submission to the granting source.
(b) Excepting the provisions of § 19-4-1807, the remainder of this subchapter does not apply to state institutions of higher education.
