The General Assembly, the Legislative Council, and the Joint Budget Committee shall consider the recommendations of the Governor or the Governor-elect and determine the comprehensive program and financial plan to support the services to be provided the citizens of the state, while keeping authorized expenditures within the estimated receipts and other available resources.
