(a) There is created on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a special revenue fund to be known as the “Arkansas Child Passenger Protection Fund”.
(b) The fund shall consist of:(1) Those special revenues as specified in § 19-42-201(67); and(2) Other moneys that may be appropriated, allocated, or donated to the fund.

(c) The fund shall be used by the Arkansas Highway Safety Program for the purchase of child passenger safety seats as provided in the Child Passenger Protection Act, § 27-34-101 et seq.
