(a) There is created on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a special revenue fund to be known as the “Animal Health Special Revenue Fund”.
(b) The Animal Health Special Revenue Fund shall consist of those special revenues as specified in § 19-42-201(33) and (34) and §§ 2-5-204 and 2-5-206 that are not required for support of the Department of Agriculture's Poultry and Egg Grading Program.
(c) The Animal Health Special Revenue Fund shall be used for those purposes as set out by law.
(d) The Director of the Arkansas Board of Animal Health, with the approval of the Chief Fiscal Officer of the State, may transfer funds from the Animal Health Special Revenue Fund to the Animal Health Fund Account.
