Inclusion of redemption premiums in principal

The State of Arkansas, an agency of the state, a county, a municipality, a school district, an improvement district of any kind, or any other political subdivision of the state, which may be called “issuing authorities”, may include in the principal of refunding bonds the amount of redemption premiums required to be paid to accomplish the redemption of the bonds being refunded.
