(a) (1) This chapter applies to:(A) Every expenditure of public funds by this state, acting through a state agency, under any contract; and(B) The disposal of state commodities.(2) This chapter does not apply to:(A) Either grants or contracts between the state and its political subdivisions or other governments, except as provided in §§ 19-61-801 — 19-61-811; or(B) Contracts between agencies, except as provided in §§ 19-61-801 — 19-61-811.

(b) This chapter does not preclude the acceptance of gifts and donations in the manner authorized by law.
