(a) An out-of-state office of a state agency need not procure commodities and services for the use of the out-of-state office through the Office of State Procurement.
(b) Commodities and services procured outside the Office of State Procurement under subsection (a) of this section shall be procured subject to the requirements of this chapter and the state procurement rules.
